Short answer: A foreign national can register a marriage in Georgia at a Wedding House, a territorial office of the State Services Development Agency, or a Public Service Hall branch. The couple needs identity documents and two adult, legally capable witnesses. A foreign national must also prove lawful stay in Georgia. Foreign-issued supporting documents may require an apostille or legalisation and a notarised Georgian translation.
Official information checked on 13 October 2026. Requirements may change; confirm your specific case with the Agency or Public Service Hall before visiting.
Where can a marriage be registered in Georgia?
According to the State Services Development Agency, marriage registration is available at:
- a Wedding House;
- a territorial office of the Agency;
- a Public Service Hall branch.
Standard registration at an Agency territorial office or Public Service Hall branch is free when no special ceremony service is requested. If you want a ceremony, a Wedding House, or service outside the building, confirm the current arrangements and fees with Public Service Hall.
Age, personal attendance and witnesses
Marriage is allowed in Georgia from the age of 18. Registration must take place in the presence of two adult, legally capable witnesses. The Agency expressly states that marriage cannot be registered through a representative: another person cannot replace either member of the couple at the registration itself.
The same official page also lists authority and identity documents where a representative files an application. If you plan to use a representative only for advance filing, ask the Agency how that step applies to your case. It does not remove the couple’s personal participation requirement for registration.
Documents required for marriage registration
The official list includes:
- a joint written application by the couple;
- identity documents for both persons;
- identity documents for two witnesses;
- proof that a previous marriage ended, if either person was married before;
- for a foreign national, proof of lawful stay in Georgia;
- if a representative files the application, evidence of authority and the representative’s identity document.
Check that names, dates of birth and other personal data match across all documents. A different spelling or former surname may require an additional connecting document.
Does a foreign passport need a Georgian translation?
Not always. The Agency may accept a foreign passport without a Georgian translation if the holder’s personal data are written in Latin transliteration. This note applies to a passport used as an identity document; other foreign-issued documents are subject to a different rule.
If the passport does not contain Latin-script personal data, or its format is unusual, confirm acceptance with the selected branch in advance.
Foreign documents: apostille, legalisation and Georgian translation
The Agency says that a document issued abroad, other than an identity document, must be duly legalised or apostilled and submitted with a notarised Georgian translation. This may include, for example, a foreign divorce certificate or death certificate used to prove the end of a previous marriage.
Apostille and legalisation do not apply in the same way to every country. Before ordering translation, confirm which process applies to the issuing country and which document needs authentication. Our guide also explains the difference between an ordinary, certified and notarised translation.
Is an interpreter required at Public Service Hall?
The Agency’s marriage-registration page does not state that every foreign applicant must use an interpreter. However, each person should understand the application, consent and registration procedure. If either person cannot communicate in Georgian, ask the selected branch whether an oral interpreter is required and what identity or qualification documents the interpreter must present.
Written document translation and oral interpreting are separate services. Tsisana Kalandia's Translations can assess the Georgian translation of documents and, subject to availability and the institution’s requirements, help arrange an interpreter for the visit. This does not imply an official partnership with Public Service Hall or the Agency.
Where can you plan a ceremonial registration?
A marriage can be registered as a standard administrative service or in a pre-arranged ceremonial format. An organisational standard also exists for registration outside a service building, but the venue, date, availability and current fee must be confirmed in advance with Public Service Hall or the marriage service.
Mtatsminda Park, Tbilisi

The wedding venue at Mtatsminda Park has long been known for its Tbilisi views and ceremonial setting. It appears in tourism directories, but it was not shown as a separate entry in the current official service-centre list we checked. Confirm its current status, booking availability and fee through Public Service Hall on 032 2 405 405 before relying on it for your plans.
Telavi Public Service Hall

The official service-centre list gives the Telavi Public Service Hall address as 4 Erekle II Square, Telavi. Marriage registration is available through Public Service Hall branches under the Agency’s rules. If you want a dedicated ceremonial space or ritual format, confirm current availability and booking arrangements in advance.
Sighnaghi Wedding Hall

The official government service-centre list names Sighnaghi Wedding Hall as a separate venue at 10 Merab Kostava Street, Sighnaghi. It is the most clearly confirmed ceremonial venue among these three options. Still confirm the available date, service format, opening hours and current fee before travelling.
Official addresses are available in the Public Service Hall service-centre list. Registration outside a service building or with a special ceremony requires advance arrangements and should not be treated as a guaranteed walk-in service.

Frequently asked questions
Can a marriage be registered remotely or by power of attorney?
No. The Agency expressly says registration through a representative is not permitted. If you only want a representative to file the application in advance, clarify that limited step with the Agency.
Must both witnesses be Georgian citizens?
The official page does not require Georgian citizenship. A witness must be an adult, legally capable and able to present an identity document. The Agency’s Latin-transliteration note also covers a foreign witness’s passport.
Must a foreign national be lawfully present in Georgia?
Yes. The Agency requires a document proving lawful stay in Georgia.
Is standard marriage registration free?
Registration without a special ceremony is free at Agency territorial offices and Public Service Hall branches. Check the current fee for any other ceremony format.
Is translation alone enough for a foreign divorce certificate?
Usually not. The published requirement for a foreign non-identity document includes due apostille or legalisation and a notarised Georgian translation. Confirm the specific document before filing.
